Method 1 – compose a web page
The first and better way is to compose a web page and put the link and instructions in that page.
Clicking the link will fire off the streaming video using Windows Media Player.

You may need to view the html source to confirm that the link is correct.

The result is shown below.

Clicking the link will start the streaming video.
You may need to adjust the video size by right-clicking on the video.

Method 2 – link to a file or web site
The other way is to create a link to a file or web site.

The result is shown below.
You have no control over the size of the video and it has been observed to sometimes display the aspect ratio
incorrectly.
